Papua New Guinea

Education & rehabilitation for people with disabilities

Duration: 5 years (Aug 2014 to June 2019)
Local partner: Callan Services
NZ partners: Blind and Low Vision Education Network of New Zealand (BLENNZ)

We have worked with Callan Services - the leading agency for inclusive education and rehabilitation in Papua New Guinea (PNG) - since 2011.

This project is in its second phase building on successes from phase one. The focus of this project is on inclusive education ensuring children with disabilities in PNG receive individual learning plans and quality education services. Nineteen Special Education and Rehabilitation Centres throughout PNG are benefiting from the training provided on inclusive education funded by this project.

THE NEED

People with disabilities are PNG’s largest minority group, facing significant  barriers that impede access to health, education, livelihood and decision-making activities they are entitled to access. Traditional superstition and stigma cause exclusion, abuse and neglect across the country despite Government support for disability rights. People with disabilities often remain dependent on the support of others, unproductive and among the poorest. Children with disabilities are not being prepared for school. Those in school do not progress well as the current teaching methods do not cater for their unique learning needs.

Over 130,000 children with moderate to severe disability are not attending school. Those who do go to school often have poor attendance and retention. It is important for children with disabilities to access education so they can reach their full potential and learn skills for vocations in the future.

HOW WE ARE HELPING
  • Developing a model of education for children with visual impairment
  • Early intervention to reduce the impact of disability from a young age and to prepare children with disabilities for school
  • Community Based Rehabilitation (CBR) for children and adults with disabilities in mountainous rural areas of PNG
  • Increasing the skill levels of teachers, CBR staff and physiotherapists through training to meet complex needs.

YOU CAN ENSURE CHILDREN WITH DISABILITIES RECEIVE QUALITY EDUCATION SERVICES
